In 1992 China and USA had agreement about Intellectual Property and signed document to work forward; however, the accomplishment of the promise by Chinese is other story. At that time, there was a American lawyer Charlene Barshefsky in the name of US Commerce Department, she was called “Iron Women” (because she spoken loudly), she tried to manage this situation with Chinese people.
Some of the sectors attacked by Chinese piracy such as computers programs, musics and movies in the USA were affected, and American Chambers were refused to support China industries sectors. The Iron Women became famous for threaten to Chinese with $1000 millions of payment, because of the unaccomplished of the agreement in 1995 . On the beginning, Chinese got offended and canceled different contracts and also wanted retaliation, however in 1995 accepted an “Action plan”, but Chinese never reach the calendar; and then American companies revealed the Chinese companies were making piracy.
The American officer Barshefsky made a “Sheet of rut” to Chinese for the adaptation of the Chinese economy to World Commerce Organization, the philosophy was “ Win-Win”. The Chinese accepted in good terms the idea; Chinese officers Long Yongtu who was graduated in London School of Economics, was one of the of Chinese that had good understanding of the world matters. The propose of the rut was to make China to be a world wide competitor.
Most of people saying after Mrs. Barshefsky dealt with Chinese, the economy started in sustainable growth and the boom began. In spite of the Chinese never reached partial goals, they attracted more foreign investment. It is looks that others countries to arouse to intention to produce in China with that conditions.
During centuries Chinese people have bearing the family and education, great respect to parent with high responsibility to facilitate the education to the children and the kids with absolutely venerating to the parent. Nowadays China appear in the World Intellectual Property Organization as one of the top countries with applications for patents. However, they still need to to buy foreigners companies to develop the economy.
The first quarter of 2016, Nicolas Martin in German channel www.dw.com said, according to a calculation by German financial newspaper Handelsblatt, Chinese companies have offered to 12 German firms $3.2 billion (2.83 billion euros), more than the last five years combined. Emphasizing the high technical standards of German companies, as well as the reputation of their employees to work harder and fewer strike than their European neighbors, as factors that make them appealing to investors. Chinese investors are not just interested in any given German company.
To be international competitors is something not easy, and the process to adaptation to the World Trade Organization still needs some time to go. After more than 20 years, of the “Sheet of rut” by the American officer Barshefsky still is a challenge.
